What is a Heritage Statement?
A Heritage Statement is a technical document required by Local Planning Authorities (LPAs) when a proposed development affects a "heritage asset."
The purpose of the document is two-fold:
Assess Significance: To describe the significance of the heritage asset, including its architectural, historical, and archaeological interest.
Evaluate Impact: To objectively assess the impact of the proposed works on that significance, justifying any potential harm through public benefit or design mitigation.
This requirement is underpinned by the National Planning Policy Framework (NPPF), which states that applicants must describe the significance of any heritage assets affected, including any contribution made by their setting.
When is a Heritage Statement Required?
You will likely need a Heritage Statement if your site is:
A Listed Building: Any alteration, extension, or demolition involving a Grade I, II*, or II listed structure.
In a Conservation Area: New builds, demolition, or significant alterations within designated zones.
A Locally Listed Building: "Non-designated heritage assets" identified by the local council.
Near a Heritage Asset: Development that affects the setting of a nearby listed building or ancient monument.
An Archaeological Site: Areas of known archaeological potential.
